Is DNA fragments genetic?

Answer

All DNA fragments are not genetic. The genomic DNA is cut into fragments at random. Because of the random nature of the fragmentation, only some fragments contain genes and are genetic. The other fragments that contain only noncoding DNA are not genetic.
